That happens before the final approach.
A plane coming in already that low would have a much more difficult time.
Obviously the precise timeline matters, but once it's that low it has flaps and everything deployed slowing it down. You cant initiate a turn like that.

There is a point where it's too late to make the turn & you need to go around, but at a busy airport that maneuver has its own risks.
