Maduro IS welcoming immigrants back. US sanctions created terrible economic conditions, which led to increased migration. That meant losing workers. So, Venezuela is now providing incentives for them to return.

Why do you think that? These are not refugees. These are people who were ordered deported from the US. Maduro wasn't taking _any_ deportees. This creates a problem for the US because it is illegal for the USG to hold them without cause.

They were already ordered deported. The problem was they were being held _after_ they were ordered deported. The US Constitution doesn't allow people to be held without cause. Here the cause was that the US couldn't negotiation a return with Venezuela. That isn't sufficient to meet habeas corpus.

No. That was Columbia. Venezuela has a dispute with the US and would not take any back. These men had been waiting to be deported for almost a year because Venezuela wasn't taking anyone. Trump dropped US conditions and Venezuela started accepting deportees.
