This is very reminiscent of the dual state under the Nazi regime, in which a normative state (Normenstaat), whose actions continued to be guided by laws, was supplemented by a state of measures (Maßnahmenstaat), which was based on considerations of political expediency. (According to Ernst Fraenkel)

I immediately thought of China when reading this. It reminded me of a doc on Tiananmen square where of the former protesters said he was now happy with the regime bc it gave him a good job-As long as you conform (as a Chinese National)
you'll be spared their cruelty & will be financially rewarded.

Thank you. Very much worth reading. It reminds me of the insight by @markgaleotti.bsky.social that 'normal Russia' still persists, where people just try to get on with their jobs much like in other countries, but it persists in the context of other Russias, in parallel.

While there are a lot of parralels with Putins early years, there is one key difference. Russia was on its knees economically, and living standards had plummeted. Putin moved to eliminate the Yeltsin era oligarchs which gained him popularity.

The situation on the ground in the US is very different.
