Otherwise, I do urge a bit of caution with the desire to allow anyone to do things in such a situation due to lack of training & liability issues.
I have a vague sense here.
My point stands that there can be uncertain product reliability and performance when techs without training or certified parts do things.
Again, *this* seems like a money grab.
And anyone who received a certification from them should be refunded any money paid.
