After a 10 year year hiatus from bikes as daily transport I went back when spending some time in Montreal. Level 1 Lanes had complete separation from Cars and pedestrians as in paved, marked lane through a park or other green space. Level 2 had physical barriers between cars and peds... 1/2

...as in waist high concrete barriers and only level 3 shared the road with only painted lanes and those were mostly in residential areas. Montreal also required all businesses to have lockable bike racks for a minimum 10% of all clients as well👍👍👍

Paths were used for X-country skiers in winter.
