Who would enforce the Law? The DOJ would not because it's appointed by the President. The SCOTUS? Its also owned the the GOP.. Congress already has the Power, but its also owned they the GOP. If its a federal Law then charges has to be in Federal Court.. this does nothing.

Such a law would be unconstitutional as the Supreme Court has ruled (in their error) that the President acts with immunity.
