Most likely, they did it purely by GDP/capita. Bhutan is in the lowest third of GDP/capita nations in the world by IMF estimates, so that's probably why it made the cut.

Can't figure out Bhutan? Was it just because they need the occasional small non-Muslim country as a figleaf to argue this isn't a Muslim ban?
