Yes, it's either "migrants" or "long-term holidaymakers".
"Expat" properly refers to someone sent abroad by their company on an expat package β paid under home-country terms, not local ones.
I doubt the crowd in Benidorm are being paid to sip lager, scoff fish and chips, and roast in the sun. π€£π€£π€£
