There were reports of him carrying/playing through injury weeks (a month?) ago and I imagine that's still the case. And even if it's a small one, I reckon Arteta is being extra, extra cautious with our forwards now.

Would have preferred him to start but at least he's the ideal impact sub vs Spurs.
