Like I know it’s hard enough to get people to learn the rules of one game and then get them to sit around and play it, let alone a game within a game

But just trying to think of any mini games that have had a bit of effort put into them and are mechanically distinct from their parent game

The Pathfinder adventure "Shadow in the Sky" (so early it still uses the D&D 3.5 rules) is largely set at a gambling hall, and if I remember correctly had a bunch of mini-games made up for it that was a bit more than "roll a skill check," but not "use our custom card deck to play for real" detailed.

Yes! The Three Coins for a|state 2e is a roleplaying game played within the setting. We designed it thinking about how the setting would make it work differently than real world games. I can think of tonnes of reasons why it would be a bad idea to do that with a tabletop RPG but the history of RPGs is full of people expending incredible amounts of effort on bad ideas so there must be a couple of examples

Also the extremely different descriptions of Sabacc over the years in different products have been in-universe explained away by being regional and historical variations.

SW:Outlaws specifically uses "Kessel Sabacc" with a hand size of two and the addition of Shift Tokens as randomizers.

to answer a different question to the one you asked, fallout new vegas had caravan, a believable in-universe card game, which i always thought was cool world building. but like you said, felt like a bad idea to try and do similar on the tabletop

to add to this, not long ago our GM had a lengthy chess-based puzzle/encounter for us, and to my dismay the only way to beat it was to actually play an extended game of chess (with slightly altered rules) - with no way to progress without solving the 'puzzle', that was a very long session for me
