His goal isn't to defend the country from invaders, or deploy the military to defend foreign posts. His goal is to use the military to suppress dissent in the U.S. Therefore, he needs less competent loyalists who will fire on U.S. citizens protesting injustice.

When the USSR collapsed, Putin, a KGB analyst felt traumatized by shame and embarrassment. He vowed to rebuild USSR and find a way to make the U.S. crumble.
Trump was also a KGB asset in the 1980's, most likely met Putin. Perhaps he was bribed, flattered, or coerced into sowing discord in the U.S.
