Feels like this might be a wording issue. You'd probably get this result in mid December 1941 with "do you want to be at war with Japan" but if you asked "do you approve of declaring war against Japan" you'd probably get 95% yes.

Seriously. It's 100% phrasing. I don't think "war" would be popular, but the comments section in my local newspaper is full of folks who love them some bombing of Iran. Same people also don't seem to think that counts as war.
