That's exactly what it was.

The Rs have been trying for a long time to move the authority of the law into the hands of the adjuticator of the moment, not a legal standard they ALL have to follow.

They want Regulators, not cops.

A lot of people forget, but 'Fake News' started as an academic term to describe the purposeful use of misinformation in conservative so-called news outlets. Now it means the opposite to half the country. Don't see why the same wouldn't work with legal terms.
