The whole Expedition 33/JRPG thing is crazy because folks are basically saying JRPG to mean = turn based but there are SO many non-turn based JRPGs out there!

The whole thing is pretty muddy though, there's a ton of influence and cross pollination between western and japanese games etcetc.
If the answer is yes, the game is spiritually a JRPG :D
But the sub genre usually refers to games like Final Fantasy/Dragon Quest/Persona
End of the day it’s mostly nitpicky semantics though, they’re all RPGS
If you rewind to planescape torment and kotor, those were “jrpg influenced” bc of their party and narrative structures
Metroidvanias are named after castlevania, but the early casltevanias aren’t metroidvanias at all. Genres are weird.

E33 being a turn-based RPG heavily influenced by FF and Persona solidly qualifies it as a JRPG.
If that is the case, the existence of JRPGs with real-time combat does not conflict with the fact that turn-based combat is a core trait of the genre.
I think turn based might be what you personally are used to for JRPGs of that time but even in the 90s it was much more than just turn based
