When building an OC, I build essentially everything about them, including personality, backstory, etc. Then what I do is develop a partial idea of how I want them to appear. Then I like to tell the artist all the little details, and let them add some flair.
Mines a very general description of the character, then the looks & lore intermingle till the final character design.
