It's actually called not blinis, but "Ukrainian nalysnyky" as far as I've found out on the Internet. It's very similar to crepes, which are a thin layer of very liquid dough that is cooked in a pan. We usually add fillings in them, like mushrooms with onions and sour cream, or cottage cheese, etc🤤
