It's definitely terrorism, as in politically motivated. But I have seen no evidence or argument that this was a hate crime.
If a Jew’s attacked by a non-Jew, w/o other circumstances, it’s 1 person attacking another. So, assault, attempted murder, etc.
If an attack is motivated by hate, then it’s a hate crime.
If it’s hate at someone because they’re Jewish, it’s anti-Semitism.
If political, it could be terrorism.
Indeed, I agree that in most civilised societies, violence is never acceptable. However in occupied countries, or in nations under attack, all bets are off.

The lesson is, if the people hadn't rioted, the legislation likely would never have been signed.
This is not helping anyone in Palestine or anywhere else - it will only inflame and destabilise further - but we'll certainly see more of this until the world moves back towards sanity and away from genocide.
