Why does Andrew Cuomo want to be mayor of a city he does not live in?

(I know, technically he lives there now because he registered in an upper east side apartment to run for mayor, but jfc. He was awful to the city as governor. Has he mellowed or changed as he aged? No, he’s crankier than ever.)
