So I applied for a job that I wanted and sent a linkedin request to the person who may or may not be thr hiring manager/supervisor. I don't have an screening yet but would it be weird to reach out to them?

You can’t know how they’ll respond. A brief note on why you think you are a match, a way to contact you (attached resume if you can) and press send. Worst case: you don’t hear back and you forget about it in a couple of months.
I read a LinkedIn post the other day from someone who said he got more interviews and job offers because he reached out on LinkedIn than any other way he applied. Do be specific and mention the job you’re interested in and why you’re a fit.

Reach out but don’t make it a generic follow-up. Do it in a way that shows you’ve done your research about the company and the role and are motivated.
I’ve only had a couple applicants do that for positions and they immediately jumped to the top of the list.
It’s not weird. LinkedIn sometimes explicitly tells you who the hiring manager is and prompts you to message them (obviously pushing their premium service, but still). And back in the day, I’d follow up a resume submission with a phone call for the same reason. Persistence works.

I posted a job for which I would usually get 10-15 resumes and I got 350!
Having someone contact me directly would raise them out of the pile because honestly it’s overwhelming
