That chart conflates “recommmendation” with availability. If we’re only actively urging boosters for high-risk subgroups, that’s one thing. If people outside those subgroups can’t get a booster even if they want one, that’s another.

Sure. But as I understand it the question is whether the boosters do anything or if they're patent medicines. Requiring trials before approval isn't a big ask. All drugs must do that. If the FDA stops approving any new boosters because they don't meet the new standards, then I will raise an eyebrow.
