Well, yes and no. This makes it so that corporations have a legal out for paying for his tariffs. Trump might throw a tantrum, but if the ports don't charge the fee and the corporations fold their arms, he is a lame duck on this. Good luck seeing this kind of action in favor of human rights, though.

Here, a lame duck means he can’t run for office again. It’s most often applied to someone who has already lost an election but is still serving out their term. Congress passes laws they’d put off during lame duck sessions when they don’t fear political fallout because they’re out the door.
