I want to say the early version of Warhammer 40k Epic could be played Titan-on-Titan… similarly there was a Star Wars miniature ship combat game that starts off as X-Wing vs TIE Fighter…?
Oh this looks sick. Just glanced at it a bit and it does seem like it can be played with just 2 miniatures, but I think it'd be the equivalent of just selecting the same character over and over against your mate in the video game
I'm now mulling over the idea of a game that relies on a certain playing board/space, and two articulated action figures designed around the playing space and having to pose/position the figures based on some ruleset or other. Bit of a deviation but could be interesting.
OR, a 1 v 1 Transformers-style game where the transformation steps or amount of that you can do per turn is based on dice rolls or card pulls or something. Every step of the transformation has some kind of attack or defense capabilities and the goal is to reach final form
My friend used to run the old Inquisitor 54mm mini game in a way that several of us had played as one mini each. Kind of made it like an RPG rather than a warband game
The Unmatched series from Restoration Games comes in a variety of 1 vs 1 sets. You can also buy the 3 and 4-character boxes and still use just one figure per player. Bear in mind some characters come with sidekicks, so if you want to use only one miniature make sure the character doesn't have any.
You could play Heroclix this way, running one big beefy piece on each side such as Galactus or Starro. Depending on how you count it, a team base would work as well ie Teen Titans vs X-Men.
