My usual experience (as somebody with no mobility issues) is that I press the button, wait a while, cross during a natural gap, then look back to see traffic held up for no reason when the green man finally appears.
Yes, this has annoyed the hell out of me for years. If there's a central reservation, you have to wait twice! I complained to the council years ago. They couldn't understand what the problem was.
Yes, both points are very true. No one ever seems to question the reason for it. Pedestrians just accept that they should be made to wait, or risk their lives if they don't want to.
Theres a few in my council area that, when they decide to go off, you only have about 5 seconds to cross on the green man. I struggle to cross and I'm reasonably fit. It's a nightmare if you're older and infirm or disabled.

The fact is, however, I can confirm you'll wait a loooong time waiting for this one to change without the button.
Can add 5 mins onto a 5 mile/15 minute commute on a push bike...also tempts folk to risk it...
