When I was a kid, I lived for a time in a "mixed" neighborhood. My grandma's apartment house was surrounded by frat houses. If I could survive the privileged drunken parties and the vandalism perpetrated by the spoiled rich kids, I think the rich can stand living by honest working folk.

Requiring city licensure to run a hotel might allow a city to cap the number of short-term rentals.
(Less than a month = short term.)
I'd suggest the fees for licensure be used to create affordable rental housing.

Get a good idea of how many people pay more than half their income for rental housing in your area.
That's how many government apartments, rentable on a sliding-scale that are needed.
To drastically reduce homelessness, we have to prevent homelessness.
