of course there are addition things like food, access to health/mental healthcare - but first and foremost its housing
maybe a tiny house village for vets - studio apartment; house for families
'shelters' are not a fix
First, only serve homeless vegan food. The poor don't need to be part of torturing innocent animals to survive its healthier.
