The 145th st interchange appears to be $7 million over budget. Report seems to be about how important the work done was and is clearly being read aloud. We know it's important, why is it $7 million over budget?

Seems like most of the problem was utility work overages, some of which may be reimbursed by SCL and PSE, etc. Could impact Shoreline by as much as $4.5 million.
