Yes.

It's kind of an open secret that countries will engage in shows of force without intent to cause any real harm for political clout. Iran didn't lose anything in the strikes, but they made the US look good. Iran would look weak if they didn't retaliate, so they cleared it first to save face.

You’re pretty much spot-on. There’s a reason Iran hit an evacuated U.S. base with zero casualties — nobody actually wants a full-on war in this day and age, particularly if nukes might be involved. Tit-for-tat.
