The first rule in IT for large complex systems is that you never, ever do updates on a production system. You test it off-line first. The chance that the first version of any update is without defects and bugs is practically zero.
OK now that I've been polite, the truth is #MuskRat and his crew are a bunch of crooks out to sabotage government functions. Like many others, they assume a system running on a version of COBOL is so outdated that it must be needing an update.
