Unless they are on Federal Active Service, NG from one state may not operate in a different state without approval from that state's governor. Trump would need to federalize the NG. Then they are restricted by posse comitatus, unless Trump involves the insurrection act.

I thought that a state's national guard was under that governor's authority. In 1957, when Governor Faubus called in the Arkansas National Guard to block the Black students’ entry into the high school, President Eisenhower sent Federal troops to escort the Little Rock 9 to class.
