So the EU is just going to wait until it reaches Estonia ? Last i checked, that tanker would have to pass Denmark, Sweden, Germany, Norway to get into Baltic sea aswell as the English channel (UK, France, Belgium, Netherlands). How bout they grab it there?

If inspections at sea are not feasible, could the port state jurisdiction play a role? Port states have the power to inspect ships for violations of rules, even in the high seas. (Of course, only if the ships docks in a harbour that is willing to do so.)
