They said they need to pay big bonuses to retain executives - who bankrupted a company which had a monopoly over an essential service.

Those executives should resign or be sacked, not paid bonuses.

Can you suggest to those in power that any company fined for breaking the rules / the law should also be banned from paying bonuses to executives and dividends to shareholders in that financial year? That would actually mean something to them.

If the regulator can't function because it has no teeth, why should it be scrapped rather than simply be given real power. Ineffective is a different thing to not being allowed to be effective. Scrapping it seems like spending a load of money just so we have a new acronym to remember.
