Free to the user at the time of service. Obviously covered by taxes the public feels are reasonable for that purpose.

At least some of the public, anyway. There are always those that expect to get something for nothing, but the NHS is one of things I’d say most people don’t mind paying for.

aka civilized. instead of paying taxes and health premiums and still getting a five figure medical bill like we have in the USA.
