Rendition in to a permanent prison camp is such an extreme action.
Unpunished abuses invite more abuses. If some get away with it, others will want to try their hand as well.
The instinct is to stick to the number they know, even if they know it is low, and throw 'at least' in front of it, because then they're not wrong.
