The rest of NATO notes that the US has not been spending 5% of GDP on Defense for over 30 years. Pursuant to US policy, NATO feels no obligation to defend the USA from itself and does not endorse a policy of regime change.
Of course the 5% demand is a transparent pretext for Trump withdrawing the U.S. from NATO. Set an impossible target; do what you intended to do when almost nobody hits the target. (He can't technically withdraw the U.S. from NATO unilaterally, but he can announce that he won't honour article 5).
He can't technically stop Congressionally approved spending on aid to Ukraine, but he's done it. What he's technically not able to do has zero impact whether he will do it or not.
