Guards are a major issue, but trying to fix that with private prisons is screaming into the void. If the alternative they propose is banning mail, I’m much in favor of this. The first step should be getting rid of private prisons and profiteering off incarceration, but we work with what we have.
I mention private prisons specifically because when an industry exists to make money, people will be exploited. The state itself doesn’t inherently have this incentive.
My only points:
Moving away from for-profit prison = good
Not removing communication from prisoners = good
With private prisons, corruption is easier and leads to more profiteering.
I’m simply stating that there is not a constitutional guarantee to use mail while incarcerated, so it would be on the chopping block. Digitizing is a better solution, especially if it’s not a private venture for profit.

The choice is not "physical mail" vs "private prisons". It's mail vs. email.
