I think the US, UK and France are the only NATO countries with escapades around the world, which is definitely not within NATO's raison d'être. All other members are taking defence literally as well as focusing on the region. It's not their role to fund the wayward exploits of other members.

During the Cold War the Baltic was a constant mess with Soviet subs. The U137 incident being one of the best examples.

Some analysts claim there's a clear-cut case for forcing NATO countries to spend more on defence just because the US does. I can see a number of compelling ones to the contrary ranging from the US being too cautious when it comes to allies, to the US needing to fund...

...its own global interventions (soon to be domestic state of emergency too) outside of the NATO sphere to, perhaps most importantly, members wouldn't need a defence treaty if they strengthened their militaries enough, least of all one used as a political tool by the US to exert pressure.
