They ask the English department to take the head's marking load and spread it out across the department.

I'm surprised nobody said "no" to this.
This is a privilege not afforded to other members of staff, many of whom are also taking on additional work that goes beyond their normal duties (e.g. being overtimetable, clubs, sport, break/lunch detentions etc).

Not a subject specialist so argument is that this is nothing more than a cover lesson, so should do whatever you would do for non-subject external supply staff. That’s probably not them marking?

It also depends on the marking policy and length of time for cover i would say. Eg if it's a couple of weeks...
Otherwise, the head should plan, teach and mark. That's the job. For the sake of the students, do it properly (and experience just a teeny bit if the workload English teachers cope with.
