It’s interesting, however, the DOJ and Adam’s requested the charges be dismissed without prejudice, but the judge dismissed the charges with prejudice, effectively blocking the DOJ from using the threat of future prosecution against Adams (or so states the news article I read).

I hope you're not suggesting that Judge Ho's decision was corrupt. He made a legal conclusion that he couldn't refuse the DOJ's request to dismiss, but did not give it the without prejudice status the DOJ required.

Adams' reputation suggests his world is built on corruption. While these charges are gone for good, it's not hard to imagine another administration filing new charges based on different conduct. Adams is corrupt to his core.

Judge dismissed it with prejudice so DOJ won’t be able to constantly hold it over his head, to get immigration policies in place.

I disagree. Given our adversarial judicial system, if the prosecution does not want to prosecute, what else is the judge to do? The real news in this is the dismissal with prejudice - a smack in the face to the government.
