If you get reassessed, lose it (through poor assesment/useless assessor) then reapply, you get the lower rate. Some way of protecting those currently claiming it.

And a large proportion of the new claimants will be disabled children. They're currently on DLA but will move to PIP at 16 & will be on reduced levels. The same disabled kids that have grown up during austerity, having to fight for services & for any help at all, now being faced with PIP unfairness.
