Oh, 100%. They can't accurately gauge their enemies' capabilities, nor their own. It's all about aesthetics, too. Filling out paperwork back on base to ensure that presence patrol going out has enough ammo doesn't make good propaganda while jacked dudes lifting weights does (in their eyes).
