Yes, it sure can be a powerful strategy. Violent revolution is also a powerful strategy. The question is which one you should use. That decision is determined by the circumstances of the times. Generally nonviolence is preferred, but don't rule out other options if that's not working.
Nonviolence only works when those perpetuating the violence can feel shame at hurting or killing people who don’t resist. In the 3rd decade of the 21st century this no longer describes our oppressors. We must not allow our enemies to have a monopoly on violence.
Until we disarm the police and dismantle the military you cannot advocate for nonviolence while allowing a state monopoly on violence and leaving the oppressed defenseless.
