Stagger start and finish times to spread traffic over the day instead of peak traffic.

I am sure highly paid "experts" can come up with more ideas.
1. The infrastructure ie the shops the subhurbs etc are all laid out for private use and so spread out public transport could not deal with it

This can be only be done if
1. Capitalism sees a profit in it, or
2. Governments insist
To do that they will need to put up taxes and impose punishments for non compliance

Car infrastructure opposes density: you can't live on a highway; people don't want to live even right next to a highway. Crossing a 4-lane stroad is dangerous to impossible.
Do people really enjoy other people that much they need to be in a crowd daily?
