Damn, I’d like to see a Canadian mayor stand up a say something like that. Their city would riot and burn at the very thought of having to walk an extra 100 meters.

Spain and Galicia have rules making sure you have space in your kitchen to have a refrigerator, or all furniture needed in your bath, for example. And a parking spot for your car
And I'm pretty sure Pontevedra's city rule about that too. And that has won many awards

No, but that's not what the quote said. The quote said nothing about provide. Public funds don't provide that space (we can't talk about that with public housing tho).
But the city, autonomic and country actually rule his council has to make sure housing has that space.

In Tokyo, Osaka and other large urban areas you do. To finalize a purchase of a car you need to provide a certificate of parking (車庫証明). The carpark must be within usually a 2km radius of your residence.
I think we are probably just niggling over the phrasing "In Japan". I should clarify- I am definitely not saying "Nowhere in Japan does this occur" rather "This isn't true for the whole of Japan."
I definitely never needed 車庫証明 in Miyazaki or Kagoshima.
