Yep. ICE is adjacent to a school and highway, with a t-junction in front consisting of super long streets with few ways to cut over that can be kettled in a heartbeat. Limited parking, hard to access or leave by transit. Most stuff has to be downtown to lend mobility and accommodate large crowds.

From a tactical standpoint, San Francisco is a very urban city with narrow streets and dense housing around nearly any place they might target

If a raid happens and word spreads, thousands of people could flood the streets in minutes and cut off all vehicular exit routes and also surround ICE HQ
