They were created by the Homunculus to eliminate the need for Prosthetic hands.
Hands gifted to them by the Raccoon. It's unclear why the creators never thought of this.
Obviously there are issues with the Racoon. They aren't known for being controllable. Hence sheep to them was the logical move.
