It’s wild that the unspent obligated funds aren’t just deobligated back to Congress. Because impoundment is – you guessed it! – illegal.

Keep an eye on this. Am hearing that budget officers are facing more red tape than usual in getting money apportioned to them. OMB is asking lots of burdensome questions to justify withholding funds. Seeming goal is to create the illusion of unspent funds to justify impoundment.
