I’ve been asking these questions. If the govt shutdown, what forces the Reps to EVER bring a new funding bill up? Shut down is indefinite. Executive powers with no courts. Now what?

The dems could force a vote in the Senate every week to reopen the govt under a 30 day CR and force the Rs to vote against it every week,
I can't get an answer about whether the courts could be shut down or not.
