Just a casual observer, but I think its been part of their training for quite some time. The training is to use symbols and tools, rather than to talk. A lot of fly-by-night 'best practices' idiots. Also, little education required by a number of departments. Not enough degrees.

Upper grad Psychology classes will tell you that over 80%- 80%!!!!- of men that go into the police force have personality cluster disorders, and that 65% of the women who enter, are victims of domestic abuse in childhood.
While some are good, many are not so good, and some are downright evil.
