VRBS is nicely hackable but I wouldn't call it tactical. https://carpedavid.itch.io/vrbs

Caltrop Core is used for a lot of solo games but also plenty of larger games. Again, tactics functionality is limited, but easier to patch in.

Genuinely, LUMEN. The first LUMEN game, before the system was made, was LIGHT. All fit on one sheet of people.

You could make it tactical pretty easily.
