Experience here in Germany has shown that 4 hours is the magic threshold, if you can offer HSR connections between major cities below that number, travelers will switch from flights to rail (as you have to factor in travel from/to airports, check-in duration, waiting time plus the flight duration).

These days, there are no flights for example between Berlin and Hamburg (largest and 2nd largest city, sub-2 hrs. by HSR) and Cologne and Frankfurt (4th largest city and a major business and travel hub - 63 mins. on HSR).

After opening of Berlin-Munich HSR services with below 4hr-travel time, nr. of air travelers dropped on the route (of those who travel P2P and don't use Munich Airport as a hub).
